The November 2026 BTO exercise offers about 7,960 flats across 7 projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun, according to the Ministry of National Development (MND). HDB had not announced the exact launch date or application window as at 23 October 2026, so the useful work right now is preparation. You need a valid HDB Flat Eligibility (HFE) letter before you can apply, and processing takes about a month. HDB asked buyers to submit documents by 25 September 2026 for this exercise. If you have not started, begin your Preliminary HFE Check now and confirm the timing with HDB.
The household income ceiling for new flats is now $16,000 a month for families, up from $14,000, for HFE applications from 24 August 2026. Singles aged 35 and above have an $8,000 ceiling. Your HFE letter confirms your own grant and HDB loan amounts, so plan your cash from the letter rather than an estimate. Beyond the flat price, set aside money for the option fee, the downpayment, legal and stamp fees, and the first round of renovation and furnishing. Exact prices are released at launch.
MND moved the exercise from October to November 2026, with about 7,960 flats across 7 projects. Press reports name Bayshore, Mattar, Sembawang North, Garden Avenue, Caldecott and Chencharu among them. HDB confirms project types, flat counts and prices at launch.
If you are still working out which price range fits your salary, start with how much HDB you can afford on a $4k, $5k, $6k or $8k salary, then come back to the timeline below.
You cannot apply for a BTO flat without a valid HFE letter. It confirms three things at once: your eligibility to buy, your CPF housing grant amount and your HDB housing loan amount.
Processing takes about a month once all documents are submitted, and longer in the month before or during a sales launch.
HDB asked buyers to submit documents by 25 September 2026 so letters would be ready for this exercise.
Once you start your Preliminary HFE Check, you have 30 calendar days to apply for the letter, or the check restarts.
An issued letter is valid for nine months, so starting early rarely costs you anything.
If you have not started, begin the Preliminary HFE Check on the HDB Flat Portal with Singpass and confirm the timing with HDB, since the document deadline for this exercise has passed. The same letter also covers a later BTO exercise or a resale purchase.
From 24 August 2026, the household income ceiling for new HDB flats rose from $14,000 to $16,000 a month for families, and from $7,000 to $8,000 for singles aged 35 and above, for HFE applications from that date. Some households who sat above the old line may now be eligible. HDB confirms the ceiling that applies to each sales exercise, so check your own position against your HFE letter.
Being eligible is the first step. The numbers on your HFE letter decide what you can comfortably borrow and what cash you need to bring.
The flat price is only part of the upfront picture. As at 23 October 2026, plan for these:
Option fee: a small sum paid when you book a flat, before the main downpayment.
Downpayment: with an HDB housing loan you can borrow up to 75% of the purchase price, so the downpayment is at least 25%, payable from your CPF Ordinary Account and/or cash. The HDB loan rate is currently fixed at 2.6% p.a. With a bank loan, borrowing is also capped at 75%, and at least 5% of the price must be paid in cash.
Grants: first-timer families with household income of $9,000 a month or below may receive an Enhanced CPF Housing Grant of up to $120,000. Families who live with parents or a child may also receive a Proximity Housing Grant of $30,000, or $20,000 if living within 4km.
Legal and stamp fees: due at different points in the purchase.
Your HFE letter states your exact grant and loan amounts. Use it to work out the cash you need, and see the BTO cash timeline for what you pay at each stage. You can also check your budget against our HDB affordability guide. For the full picture of loan options, read our HDB BTO loan guide.
The months after key collection often cost more than the plan allowed for. Two worth budgeting early are the aircon overhaul and what furnishing a flat actually costs. Renovation sits on top of both, and it helps to know how a renovation loan compares with a personal loan before you commit.
A personal loan does not replace the housing loan or the downpayment. It can help with the costs around the flat, such as renovation, furnishing and the aircon. If your HFE letter and savings leave a gap there, Lendela matches you with 70+ banks and financial institutions through one application, privately and without impacting your credit score.
When is the November 2026 BTO launch? HDB and MND have said the exercise moved from October to November 2026, with about 7,960 flats across 7 projects. The exact launch date and application window had not been announced as at 23 October 2026. Check HDB's announcement for dates and confirm prices at launch.
Do I need an HFE letter to apply for a BTO flat? Yes. You need a valid HDB Flat Eligibility (HFE) letter before you apply, and it also confirms your CPF housing grant and HDB loan amounts. Processing takes about a month once your documents are submitted, so start early.
What is the income ceiling for the November 2026 BTO exercise? The income ceiling for new flats is $16,000 a month for families, up from $14,000, and $8,000 for singles aged 35 and above, for HFE applications from 24 August 2026. HDB confirms the ceiling that applies to each exercise, so check it against your HFE letter.
How much is the downpayment for a BTO flat? With an HDB housing loan you can borrow up to 75% of the purchase price, so the downpayment is at least 25%, payable from CPF Ordinary Account savings and/or cash. With a bank loan, borrowing is also capped at 75% and at least 5% of the price must be paid in cash. Grants such as the Enhanced CPF Housing Grant, up to $120,000 for eligible first-timer families, reduce what you need to fund yourself.
What costs come after BTO key collection? Renovation, furnishing and an aircon overhaul often fall in the months after key collection, separate from the flat price and downpayment. Plan a separate budget for these before the keys arrive.
